• The cycle (collection, processing, distribution, treatment and discharge) is resource intensive, administratively demanding and involves a complex web of stakeholder relationships.
  Providing a technical service without appreciation of the strategic and contextual intricacies would be inadequate for any service provider in the space. Put differently, there is a wide continuum between building infrastructure technically and building infrastructure contextually.
